Fingerprinting (California Only)
There are many reasons you should consider implementing background checks for staff & volunteers: To protect the clients you serve — children, youth, battered women, etc.; to protect your organization from crime; to comply with collaborative agencies — funders, grantors, etc.; to comply with insurance company requirements; and most importantly, for your own peace of mind — to ensure the integrity of your team!
How do we start fingerprinting our staff/volunteers?
The Department of Justice highly encourages the use of their new technology, Live Scan — it is much faster than submitting fingerprints via mail (which can become smeared or smudged, further delaying the process). Live Scan takes about 72 hours to process vs. 2-3 weeks via US Mail. (The use of the manual hard card is still accepted and can be ordered by calling 916-322-2209.)
What is the Department of Justice Live Scan?
The Department of Justice live scan is an automated fingerprinting process that electronically transmits your fingerprints and other essential information to the US Department of Justice. There are 2 levels of background checks that can be requested: state and/or federal. The DOJ provides the state background check, and will coordinate with FBI to get a federal background check if requested. Background check results are sent to the contributing agency (employer).
How do I get started?
1. Go to http://caag.state.ca.us/fingerprints/publications/livescan.pdf to see how you can become an authorized contributing agency. An employer must be a contributing agency and be assigned an ORI code in order to use the live scan service. You can set up a billing account with the DOJ and be invoiced directly for fingerprinting fees.
2. Select authorized Live Scan service center & call for appointment. http://caag.state.ca.us/fingerprints/publications/contact.pdf
3. Provide your employee/volunteer with the completed BCII8016 form (request for Live Scan Service) to take with them to their appointment. They will need to bring two pieces of ID and appropriate fees. If the employer has a billing account through DOJ, only the service fee will be due at the time of fingerprinting.

Department of Justice (State criminal clearance) — $32
FBI (Federal criminal clearance) — $20
Service Fee — Varies by provider ($10 to $25)
